Welcome to a guide intended for informing foreigners residing in or planning to settle in Montenegro. This publication aims to provide a comprehensive overview of the laws, rights, and obligations that foreigners should be aware of to ease their adaptation to life in this country. Given Montenegro’s developed legal framework covering international protection, labour law, healthcare, and other aspects relevant to foreigners, this guide will cover key areas to ensure thorough information. Additionally, the guide introduces Montenegro’s political system, an overview of relations with the European Union, and information on the rights of minority groups in Montenegro.
Beyond the legal basics, the guide includes practical information and recommendations on additional sources of support and information available to foreigners. From official government institutions to non-governmental organisations offering support in areas like social integration, education, and healthcare, each section is designed to help you exercise your rights and remain informed about opportunities and resources. We hope this guide will assist you in navigating Montenegro’s legal and administrative environment, helping you to feel safer and more informed in your daily life.
The Guide was one of the activities of the Open Dialogue Network’s project “Rights of foreigners in Montenegro” supported by the European Union within the FOSTER Project
The FOSTER Project (Inclusion of Foreigners in the Western Balkans – Access to Social and Economic Rights), funded by the European Union, supports the Open Dialogue Network (MOD) project and is a regional initiative aimed at strengthening the protection of rights for migrants and refugees in the Western Balkan countries, with a particular focus on vulnerable groups like asylum seekers and foreign workers. The FOSTER partner in Montenegro is the NGO Legal Centre.
